Role of the Junior Council

“The youth are our future”, but in the meantime, what are young people doing to prepare and contribute to this future?

A group of senior scholars is currently taking on the duplicate roles of the senior council, engaging with their communities, and taking a keen interest in the civic affairs of the city, and empowering young people around them.
This week NewsDay caught up with the Harare City Junior Council, to see what it is about, how one can get involved and what is lined up for the rest of the year.

Established in 1953, the Junior Council invites lower-six students in schools around Harare to take part in the interview process, which took place at Town House this week.

These potential councillors should be smart, show a genuine concern for their community, display leadership qualities and be willing to dedicate to the demanding program.

Harare City Junior Alderman, Lungani Zwangobani, who is also the Chairman of the Harare City Junior Council, gave some insight into how the council runs, and what events young people can get involved in this year.

The Junior Council is led by an executive council, comprising the Junior Mayor, Junior Deputy Mayor, Junior Town Clerk, Junior Treasurer, Junior Public Relations officer, Junior Projects coordinator, Junior Chief of Committees Clerk.

The current executive committee is notably dominated by 5 female councillors, with Rutendo Zhakata as the Junior Mayor.

The number of junior councillors is always equal to the number of wards in the City Council. At the moment there are 45 wards and therefore, 45 councillors.

The prospective councillors thereby get to serve under the mentorship of the current junior council, until they are shortlisted and inaugurated in June.

Once the junior councillor has served a term, if they decide to go further and serve for an extra year, the councillor is inaugurated as a junior Alderman. A Junior Alderman thereby overseas the functions of the junior council, assisting them when necessary.

The biggest event organised by the junior council, towards the end of year, is the annual beauty pageant, Miss Harare Junior.

This year, Alderman Zwangobani said the junior council is also looking forward to hosting a marathon event on the 4th of June in honour of Stephen Muzhingi, who has won the Comrades Marathon twice.

The theme for this year’s marathon is: Sharing Knowledge — A Step Towards Sustainable Empowerment.
